On June 30, 2020, in order to strengthen the in-depth management of unorganized emissions of industrial enterprises, improve the scientificity, pertinence and effectiveness of unorganized emissions management and control, and promote the improvement of ambient air quality, the Shandong Provincial Department of Ecology and Environment issued the "Shandong Industrial Enterprises No Guiding Opinions on Organizing Emission Control by Industry (hereinafter referred to as "Opinions"). The "Opinions" stipulate the requirements and guidance for the unorganized emission control of 18 industries such as iron and steel, building materials, mining, furniture manufacturing (including woodware manufacturing) and hazardous waste treatment, and guide industrial enterprises in the province on material transportation, loading and unloading, storage and transportation Unorganized emission pollution in all aspects of production and production, on the premise of ensuring safe production, carry out full process control, collection and purification treatment, strengthen fine management and control, and realize no visible smoke dust and obvious odor in the factory area.
The "Opinions" put forward four requirements for strengthening the control of material transportation and loading and unloading links, strengthening the control of material storage and conveying links, strengthening the control of production links, and strengthening the refined control.
Strengthen the control of material transportation and loading and unloading. Pulverized coal, fly ash, lime, dedusting ash, desulfurized ash, raw material medicines and other powdered materials are transported in a closed manner such as tubular belt conveyors, pneumatic conveying, vacuum tank trucks, closed cars, etc.; sand, ore, coal, iron concentrate Lumpy, granular or sticky materials such as ore and desulfurized gypsum are transported in a closed way such as belt corridors or closed carriages or covered tightly to prevent throwing and flying along the way. The entrances and exits of the stockyard or factory area are equipped with vehicle washing devices or other control measures to ensure that the vehicles leaving the site are clean and free of dust during transportation. The roads in the factory are hardened, flat and free from damage and dust. There are no bare open spaces in the factory area. The bare open spaces are greened or hardened in time. The roads in the factory area are regularly cleaned with water. The bulk, granular or sticky materials are directly discharged to the storage yard. The loading and unloading process is equipped with effective dust suppression, dust collection and dust removal facilities. The powdered material loading and unloading ports are equipped with sealed dustproof devices and should not be directly discharged to the ground. The volatile organic liquid is loaded on the top by submersion or bottom loading. Splashing is strictly prohibited. Vehicles transporting related products have oil and gas recovery interfaces.
Strengthen the control of material storage and transportation. Pulverized coal, fly ash, lime, dust ash, desulfurized ash, bulk medicine and other powdered materials are sealed and stored in silos, storage tanks, containers and packaging bags. The silos and storage tanks are equipped with high-efficiency dust removal facilities; tubular belt Conveyor, pneumatic conveying, vacuum tank truck, closed vehicle, etc. Massive, granular or sticky materials such as gravel, ore, coal, iron concentrate, desulfurized gypsum, etc. shall be stored in closed silos, closed sheds, or constructed wind and dust suppression nets, etc. in closed sheds and open yards. With spraying device, the spraying range covers the entire stack. If the stored materials have strict requirements on the moisture content or change in contact with water, install effective dust collection and dedusting facilities in the material yard. The entrance and exit of the closed material shed is installed with a good closedness and easy to open and close the shutter door, sliding door or automatic induction door, etc., the door is closed when no vehicle passes. The height of the wind and dust suppression net is higher than the stacking height of the stockyard, and the storage materials are closely covered. The feeding port of block, granular or sticky material is set in the closed shed, and it is conveyed by means of tubular belt conveyor, belt corridor and closed vehicle. Effective dust suppression, dust collection and dust removal measures are taken at the dust generation points in the process of material loading, transportation, transfer, discharge and slag removal. Materials containing volatile organic compounds (VOCs) are stored in airtight containers, packaging bags, high-efficiency sealed storage tanks, closed storage, silos, etc.; closed storages, silos are equipped with effective collection and treatment facilities for VOCs. For the transportation of VOCs-containing materials, use closed pipes or closed containers, tank trucks, etc.
Strengthen the control of production links. By improving the level of process automation and equipment containment, reducing unorganized emissions during the production process. Dust production points and VOCs generation points in the production process are sealed, closed or effective collection and treatment measures are taken. Production equipment and exhaust gas collection and treatment facilities are operated synchronously. When the exhaust gas collection and treatment facilities fail or are overhauled, the corresponding production equipment is stopped and put into use after the overhaul is completed. If the production equipment cannot be stopped or cannot be stopped in time, waste gas emergency treatment facilities shall be set up or other alternative measures shall be taken. The floor of the production workshop and the surface of the production equipment should be kept clean. Except for the electronic and electrical originals, compressed air blowing and other cleaning measures that are prone to dust generation are not allowed. Areas where VOCs or malodorous gases are generated, collected, transported, and treated, sludge generation, temporary storage, disposal, and temporary storage of hazardous waste in the plant are covered or covered and collected for treatment. VOCs-related chemical (test) laboratory experimental platform is equipped with a negative pressure gas collection system to centrally collect and treat the waste gas generated in the chemical (test) laboratory.
Strengthen fine control. For each unorganized emission link, a "one plant, one policy" in-depth treatment plan was formulated. Formulate operation rules for unorganized emission management facilities, and establish management accounts to record the operation contents, operation, maintenance, repairs, and use of VOCs-containing materials of operators, and the record retention period shall not be less than three years. Encourage the installation of monitoring facilities such as video and air micro-stations and comprehensive monitoring information platforms for daily self-supervision of enterprises, and gradually realize the transformation of unorganized emissions to a refined and quantifiable management method.
